2011年9月9日，美国海军陆战队与Hawk Protection公司签订合同，由后者向部署在阿富汗的陆战队员们提供名为Protective Over-Garments的新型护裆。在介绍这款新型护裆前，我们首先回顾一下自CB色OTV背心配发以来，陆战队所使用过以及仍在使用的几款护裆。

3.SPC背心作为一款轻型背心，并没有配套的护裆，通常陆战队员们会把OTV背心或者MTV背心配套的护裆拿来搭配SPC背心使用，


从形状对比可以看出，这位穿SPC背心的陆战队员使用的是OTV背心配套的护裆。
4.IMTV背心配套护裆：



5.IMTV/PC背心与SPC背心都算是轻量化的背心，同样没有配套的护裆，使用的也一样是前几款背心的库存护裆。

图中既有IMTV/PC背心（图2、4、5），也有IMTV背心（图1、3）。从这些照片可以看出，这款护裆在持久自由行动后期已经普遍使用了，大致出现时间为2011年年底，所以基本是和IMTV/PC背心同一时期配发的。（至于如何得出这一时间，会在下文提到）
之所以称它为“尿不湿”是因为这款护裆即使不穿背心也可以单独使用，而不是像之前几款护裆只能通过Molle条固定在背心上。除此以外这款护裆没有尺码区分，可以通过调节适应不同体型，这一点和陆战队之前使用的护裆也是不一样的。

July 2011 Leatherneck Regional Contracting Center (Afghanistan) awards Cooneen Watts and Stone Ltd and Hawk Protection Ltd an Urgent Operational Requirement under solicitation W5K9FH-11-C-0216 for the supply of Tier 1 Pelvic Protective Underwear and Tier 2 Pelvic Protection Enhanced Layer to the United States Army and United States Marine Corps. Such is the urgent need that all garments are shipped directly to Afghanistan with both companies managing the logistics and ensuring that all garments are delivered within a 15 week time frame from contract award.
May 2011 Hawk Protection Ltd is awarded the National General Purpose Body Armour Framework (mandatory) contract bringing the company’s share of the UK police body armour market to over 80%
March 2011 Leatherneck Regional Contracting Center (Afghanistan) awards Cooneen Watts and Stone Ltd an Urgent Operational Requirement under solicitation W5K9FH-11-C-0383 for the supply of Tier 1 Pelvic Protective Underwear for the United States Army and United States Marine Corps. Such is the urgent need that all garments are shipped directly to Afghanistan with Cooneen Watts and Stone managing the logistics.
February 2011 Hawk Protection Ltd supplies urgent Tier 2 Enhanced Layer garments to UK troops based in Afghanistan.
